We are on the brink of quantum communication, advanced societies probably already have it; which would make them undetectable to us.

Who knows, maybe somebody will think of a way to detect quantum communications, and then will discover that the air/ether/space is full of quantum communications all around us.
Maybe. Someday.

I won't say detection is impossible because we learn to do impossible new things everyday, but the systems we are looking at presently involve entangled quanta which don't react to anything but their entangled partner. The advantage is that communication is instantaneous, no speed of light transmission, no apparent limit and the entangled quanta do not require vast amounts of power to exchange information.
