There's no doubt at all the Sphinx was sculpted by human hands. Of course, it may well have started off as a natural formation, eroded by wind and rain, having proportions vaguely like a lion. I think all sculptors 'see' their creations in their minds' eyes before ever they take up hammer and chisel and that would have been as true in ancient Egypt as in any other time.
When asked how he created his statue of David, Michelangelo is said to have replied he could 'see' the figure embedded within the rough block of marble. His task was to liberate it.

Michelangelo made a mistake, he created an uncircumcised king of Israel. How embarrassing.
