Yeccch. True, the CCP is not 10 metres tall, militarily. They were severely trounced by Vietnam in a short border-war, some decades ago. Whether all their outlays in recent times has bought them competence instead of nepotism is questionable. If Russia's any guide after recent events, their prospects in that regard look bleak. Still, you have to prepare and adapt for what could happen, not what you hope might happen.

Many military forces are not as competent as they should be because of the pervading culture of the country, Arab distrust of each other is a prime example of cultural flaws in an army. Jealousies and rivalries between groups within a country often lead to discord in the ranks which handicaps the force as a whole.
